Abstract

Halal tourism has developed into a new paradigm in destination management that balances spiritual, economic, and environmental values. Pangandaran Regency, with its strong natural and cultural tourism potential, faces challenges in implementing national halal standards and integrated sustainability principles. This study aims to analyse the basic concepts, implementation gaps, and strategies for developing halal tourism based on sustainable management in Pangandaran. This study uses a qualitative approach with a literature review method of various academic and regulatory sources, as well as empirical research related to halal destination management in Indonesia. The analysis was conducted through conceptual synthesis that integrates the values of Maqāṣid Sharīʿah with the three pillars of environmental, social, and economic sustainability in the context of tourism product and service development. The results of the study show that the development of halal tourism in Pangandaran still faces a gap between national standards and actual conditions, especially in halal certification, the provision of worship facilities, and environmental management. However, great potential emerges through the application of green hotel certification strategies, halal supply chain management, and community-based halal tourism that strengthen the synergy between sustainability and sharia values. Regional policy support, multi-stakeholder collaboration, and digital transformation are also important factors in realising Halal and Sustainable Coastal Tourism destinations. This study confirms that the integration of sharia principles and sustainable management can be an effective framework for the development of halal tourism in Pangandaran. This model not only increases the competitiveness of the destination but also contributes to the welfare of the local community and the preservation of the coastal ecosystem.
