Limited adaptability of national population administration systems at the local government level often forces institutions to rely on manual processes that are prone to data duplication, service delays, and low data accuracy. Manual population administration management can lead to various problems such as data duplication, service delays, and low data accuracy, especially in local administrative units that require flexible and context-specific services. This study aims to develop a web-based population administration information system tailored to local administrative needs to improve the effectiveness and efficiency of population data management. The system development method applied is the Waterfall model, which consists of requirement analysis, system design using Unified Modeling Language (UML), implementation using the PHP programming language and MySQL database, and system testing. The developed system is capable of managing population data, processing changes in population status, and generating administrative reports quickly and accurately. The results of Black Box testing indicate that all system functions operate according to user requirements, demonstrating that the system is feasible to be implemented as a localized population administration management solution.
